- Main tasks of the Information Resource Center:
- Creating a convenient environment and a wide base of information resources to comprehensively meet the intellectual, educational, moral, and cultural needs of students, doctoral candidates, independent researchers, scientific staff, and professors, based on the principle of providing access to information sources, forms, and methods using modern information and communication technologies;
- Participating in the implementation of state policy in the field of information and library activities, developing proposals and recommendations for the main directions of further development of the Information Resource Center, taking into account the continuous improvement and enhancement of the level of information and library services for students, doctoral candidates, independent researchers, scientific staff, and professors;
- Ensuring cooperation with various organizations and institutions within the framework of the Information Resource Center’s activities, including the exchange and mutual use of information and library resources;
- Ensuring the automation of information and library activity processes based on improving the conditions, forms, and methods of providing information and library services to students, doctoral candidates, independent researchers, scientific staff, and professors, introducing specialized software complexes, creating electronic information services, and using modern computer tools and data transmission technologies;
- Providing electronic services to ensure users’ access to the Information Resource Center’s information and library resources, forming and maintaining the center’s integrated electronic catalog and electronic information and library fund, connected to foreign library resources and scientific-technical information databases;
- Systematically enriching the information and library fund with national and foreign publications, carefully preserving rare and particularly valuable publications, introducing modern methods of conservation and restoration of handwritten books and rare publications, and organizing their storage in special conditions to ensure reliable preservation;
- Selecting highly qualified specialists on a competitive basis, retraining the staff of the Information Resource Center, improving their qualifications, and continuously enhancing the personnel potential.
- The Information Resource Center performs the following functions in accordance with its assigned tasks:
- Participates in the development and implementation of programs, roadmaps, and draft regulatory-legal acts on improving information and library activities;
- Introduces new information and library technologies to the Information Resource Center, develops proposals, and coordinates activities to ensure the automation of information and library activity processes;
- Ensures measures to improve the Information Resource Center’s cooperation with publishers, bookselling organizations, and mass media;
- Provides information and library services to all categories of users using information and communication technologies extensively, ensuring the conditions, forms, and methods of providing information and library services based on user preferences;

- Provides remote electronic services to users for accessing, searching, and connecting to leading foreign information resource databases of the Information Resource Center’s information and library resources;
- Provides additional services for user convenience, including search, consultation, translation, scanning, and printing services in the extensive use of information resources;
- Forms and maintains the Information Resource Center’s integrated electronic catalog and electronic catalog of information and library resources;
- Forms and maintains the Information Resource Center’s electronic library, acquiring printed publications, audio and video materials, and other information resources through purchase, subscription, exchange, or free acquisition to build the information and library fund;
- Manages the accounting, processing, placement, storage, and use of the information and library fund in accordance with established procedures;
- Ensures the preservation of the information and library fund and the information security of electronic resources;
- Preserves, restores, and conserves rare and particularly valuable publications using modern methods and technologies;
- Organizes conferences, meetings, seminars, and competitions aimed at combating corruption among professors, teachers, and students;
- Forms an electronic fund of printed publications, literary and artistic works, manuscripts, graphic documents, book manuscripts, and rare publications;
- Develops recommendations for fostering international cooperation by studying and implementing advanced practices with foreign information resource centers, publishers, and information centers, promoting international interlibrary information exchanges, and participating in international library conferences and organizations;
- Implements a continuous system for retraining and improving the qualifications of staff, including organizing training in foreign libraries.
