Notice to Applicants

Applicants must register their relevant documents online through the my.uzbmb.uz website starting from June 5, verify and confirm that the information entered into the applicants' database matches their registered documents via the registry. After the document registration process is complete, applicants' appeals (complaints) will not be considered, and no changes will be made to the applicants' database.

After the deadlines for document registration are fully completed:

a) applicants participate in the selection process for admission to bachelor's degree programs in higher education institutions based on the scores obtained in the test exams, and subsequently to professional education institutions;

b) the admission process to state higher education institutions' bachelor's programs is carried out in the following two stages:

In the first stage, applicants register for test exams from June 5 to June 25 each year (including June 25), selecting the subject combination, language of instruction, and test-taking region, as well as the state higher education institution where they will take the professional (creative) exam if it is part of the entrance exams. The unified programs and evaluation criteria for professional (creative) exams for bachelor's degree programs are approved by the relevant ministries (agencies) in coordination with the Ministry of Higher Education, Science, and Innovation;

Entrance exams for admission are held in July-August;

In the second stage, applicants select the higher education institution, bachelor's degree program, and form of study within 15 days after the test exams are fully completed;

c) Starting from the 2025/2026 academic year, admission to programs where a foreign language is designated as the first subject in the subject combination will be based on a national or international certificate verifying the level of foreign language proficiency;

d) For admission to all state colleges and technical schools based on the 'test first, then selection' principle, applicants select the college and/or technical school, profession, specialization, and form of study within 10 days after the final admission results for higher education institutions are announced.

It is hereby established that:

Applicants with privileges eligible for recommendation to study without exams on an additional state grant basis are admitted to the first bachelor's degree program they select, regardless of the form of study, based on the decision of the State Commission, within the scope where the privilege applies during registration;

Applicants with privileges eligible to participate in the selection process within special admission parameters (except for persons with disabilities, orphans who are graduates of 'Mehribonlik' homes, children's villages, SOS children's communities, and family children's homes, as well as orphans under guardianship, patronage, or foster care (under 25 years old)) participate in the selection process for their chosen first bachelor's degree program within the special admission parameters allocated for them;

Applicants who participate in the selection process within special admission parameters but are not recommended for admission participate in the general selection process for the bachelor's degree programs they selected during registration;

Winners of international sports competitions are admitted to bachelor's degree programs in physical education and sports without exams on an additional state grant basis, strictly adhering to the compatibility of the sport type with the field;

Applicants recommended for admission on a state grant basis with privileges are not allowed to reuse this privilege;

Second and subsequent higher education is conducted on a fee-contract basis, and students admitted to the relevant stage of higher education on a state grant basis are not allocated a state grant for this stage of education a second time;

A unified database of applicants with privileges for admission to higher education institutions, higher military and militarized education institutions, and military-academic lyceums is formed annually by June 1 by the relevant ministries and agencies through entry into the special information system of the Agency for Knowledge and Skills Assessment.

Test tasks are compiled in accordance with the curricula of general secondary and secondary specialized, vocational education general education subjects. One hour is allocated for completing 30 test tasks (including filling out the answer sheet). Each test task is provided with alternative answers.

Applicants are verified through identification tools (video recording devices and fingerprint scanners) and admitted to the building in an orderly manner after their identity is confirmed.

If an applicant's identity is not verified (does not match the information in the applicants' database), the supervisor responsible for that location, together with an employee of the Internal Affairs Agency, formalizes a report on the applicant's exclusion from the test exam, and the applicant is not allowed into the building.

Check the test booklet for defects and immediately inform the group supervisor if any defects are found;

Copy the test booklet number to the relevant section of the answer sheet containing the applicant's surname, name, and patronymic, and fill in the corresponding circles;

Ensure the correct completion of the answer sheet, which is the primary document determining the level of knowledge;

Write the surname, name, and patronymic and sign in the designated areas on the cover of the test booklet and the answer sheet. The applicant is personally responsible for performing the following during the test process:

Do not fold the answer sheet, do not write on the marker line, and do not touch any parts of the answer sheet other than the circles corresponding to the test booklet number and the answer marking section with the pen;

Fill in the answers on the answer sheet with a blue ballpoint pen during the allocated time;

Submit the test booklet and answer sheet to the group supervisor after the allocated time expires.

The applicant marks the answer deemed correct in the test booklet by filling in one of the corresponding numbered circles on the answer sheet (marked answers on the answer sheet cannot be changed). If the 'marking sample' rule on the answer sheet is not followed, if two or more circles are filled, not fully filled, or no circle is filled for a test task, no points are awarded for that task.

Applicants are prohibited from leaving the group during the test exams, and those who leave are not allowed to re-enter the test exams.

As an exception, cases of leaving the group due to health deterioration, without test materials and under the supervision of the group supervisor, are excluded. No additional time is provided to applicants who leave the group.

The following cases serve as grounds for disqualifying an applicant from the test exam process and withholding test results:

If test materials are passed to another applicant or assistance is provided to them;

If applicants communicate with each other during the test exam process;

If test materials are taken out of the building or a page of the test booklet is torn;

If the applicant refuses to submit test materials when the allocated time for the test exam expires.

During the test exam process, applicants have the right to use the test booklet as a draft, complete the test tasks before the allocated time, submit the test materials to the group supervisor in an orderly manner, and leave the test exam area.

If, after the test exams are completed, the video surveillance recordings from the test exam process reveal that the applicant did not comply with the test rules and procedures, including the cases mentioned above, these instances serve as grounds for withholding the applicant's test results, exclusion from the student body, and holding them accountable in accordance with established procedures.
